AREA
Located approximately 70 kilometres along the N2, south-west of the largest and only Metropolitan local authority in the Eastern Cape Province, the Nelson Mandela Bay Municipality (Port Elizabeth). The area covering 680 Ha of coastal land is situated 3kms outside Jeffreys Bay boarded by the R102, the coast and lies between Kabeljous and Gamtoos Rivers.

The following factors will be considered in order to maximise the potential development impact. This includes Economic Growth (Employment Generation); Social Equity (Redistribution of growth) and Environmental Quality (Improving Living Conditions)
 
SUSTAINABLE DEVELOPMENT
• Kouga’s coastline is pivotal in future development in the area and should combine the area’s communities to an integrated whole
• This underdeveloped coastline offers the perfect opportunity for economic, social and cultural development.
• A unique opportunity based on Public / Private Partnerships
• Meeting social, economic, environmental and social targets is key in sustaining coastal developments.

 
Because the mandate area is environmentally sensitive the proposal is to cluster the developments into three nodes as follows:
• Cluster 1: Five Star Resort
• Cluster 2: Three / Four Star Resort
• Cluster 3: Community Cultural, Recreation and Education Centre
 
CLUSTER 1: FIVE STAR RESORT
When complete the five star resort will offer luxury accommodation that will target high paying and international tourists. It will include a health spa, entertainment and theatre complex, and restaurant. Conference rooms will be available for business and private functions. Fishing and non-motorised sports will be on offer, as well as a swimming pool and various recreational activities. High security and access control is a primary necessity.
 
CLUSTER 2: THREE / FOUR STAR RESORT
When complete the three / four star resort will offer affordable accommodation that will be a reasonably priced place to meet and socialise.
It will offer self catering chalets with an entertainment and theatre complex. Conference rooms will also be available as well as a restaurant,
braai facilities and swimming pool. Security is of primary importance.
 
CLUSTER 3: COMMUNITY CULTURAL, RECREATIONAL AND EDUCATIONAL CENTRE
The Centre will accommodate a range of facilities for our day visitors as well as facilities for overnight guests that either cannot be accommodated in the various resorts and chalets or are more suitable to the community oriented centre.  The centre will house the management and maintenance offices of the KDA, general information offices, enquiries and bookings for tourists.
 
Facilities will include an outdoor Environment Education Centre, as well as a cultural centre and museum that will represent the diverse
traditions and customs of the Papiesfontein and surround area. There will also be an Astrological observation to celebrate the starting point
of the Archeo-astronomy route (Sun route) that starts in Papiesfontein. A nursery for indigenous plants will be provided to help rehabilitate disturbed areas for landscaping and tree planting as the area develops. It will also supply the local market. Gateway offices into the
Baviaanskloof Mega Reserve including booking offices, tour operators and general information desks will provide additional security
and necessary information for visitors.
 
Active recreational facilities, safe parking for buses and private cars for both day and overnight visitors in the area will be provided.
This centre will become the ‘trial head’ into the area. It will include ablution facilities, restaurants, refreshments and artwork.
 
Local residents will be given an opportunity to open and manage their own Bed and Breakfast facility to tourists who want to experience local hospitality and home cuisine. A community hall for weddings and social gatherings will also be available for the community and visitors.
