The objective of the Kouga development Agency [KDA] is to generate sustainable economic and tourism growth as well as contributing to the social transformation of the Kouga community. Our role will is to initiate, promote and manage private and public economic, social, cultural, environmental and infrastructure programmes in order to ensure the proper transformation of the designated are into a growth engine for Kouga Municipality and which will provide same on replication in other areas or municipalities.

The roles and objects of the agency in relation to the core mandate area are as follows:  

  • To act as an agent on behalf of the municipality in order to implement economic, social and environmental policies and projects.
  • To co-ordinate the implementation of a sustainable, long and short term programme including social, economic and environmental dimensions. This includes the legal implications and social economic consequences.
  • To ensure that stakeholders are well-informed a regular basis.
  • To provide a central contact point for access to development funding or technical assistance.
  • Provide information on the priorities and consequences of the KDA programme.
  • To acquire information on long-term leases,including the management and/or rights of lands and buildings.
  • To negotiate and administer contracts on behalf of and as an agent of the Municipality.
  • To launch, manage and monitor any study that may further its objectives.
  • Management and distribution of funds according to the terms and conditions of theKDA.
  • To act as coordinator on the technical or development programmes provided to the Municipality by non-governmental and governmental institutions.
  • To coordinate financial assistance including subsidy or incentive programmes.
  • To exercise legal rights determined by the Municipality including:
    • Collection of income and payment of fines
    • Right of first refusal
    • Right of requisition
    • Right of taking legal action
    • Right of definition of zoning areas.

This includes building and site management rules,as well as urban and architectural codes.

THE KDA BOARD
 
The Board, lead by Mr. Mncedisi Mayekiso, the Chairman consists of independent members and council elected observers. This is a dynamic board range of skills, ranging from business management, financial management, human resources management, environmental management to planning and development.
 
The role of the board is that of oversight and their activities are guided by a Charter. The Board Charter defines the governance parameters within which the Board exists and sets out specific responsibilities to be discharged by the directors collectively. It also defines roles and responsibilities incumbent upon directors as individuals.
 
THE KDA TEAM
 
The team, lead by Ms Khunjulwa Ruth Manzi currently consists of 4 fulltime positions. These include: the CEO, Executive Assistant/Office Manager, Planning and Development Manager and a Receptionist/Admin Assistant.
 
The team with 24 years of combined experience in economic development and project management has a diverse skills set that range from project development and implementation, public administration, investment promotion, deal making to SMME development. The KDA is a facilitating agency and therefore utilises external consultants to provide most of the technical and professional services. 
 
The KDA reserves the right:
  • Not to appoint some or all in the event it deems Proposals not to be appropriate 
  • To accept any portion of a proposal
  • To appoint more than one entity where it deems appropriate
  • To not accept the lowest or any tender nor furnish any reason therefore.

This supplier database is being populated to enable the effective implementation of the Kouga Development Agency (KDA) Preferential Procurement Policy. This policy is in line with the Preferential Procurement Policy Frame Work Act (PPPFA) No. 5 of 2000, and the National Government Regulations pertaining to that Act. In terms of this Act, preferences are given to Historically Disadvantaged Individual HDI shareholders who are actively involved in the daily operations and management of an organisation, defined according the Preferential Procurement Regulations 2001, an "an activity inclusive of control and performed on a daily basis."
